Transfer methodology

Source tiers

Tier 1 identifies consistently reliable primary reporters. Tier 2 covers established sources with strong reporting records. Tier 3 identifies reports that require additional confirmation before being treated as well established.

Transfer stages

Monitoring, Contact made, Talks, Bid submitted, Agreement, Official and Denied describe reported deal progress. A stage only changes when a source provides a concrete update.
